에스토니아에서 시행중인 법률에 따라 미성년자의 경우 국경검문을 수행하는 공무원이 부모의 여행동의 여부를 확인 할 수 있습니다.
부모의 동의는 서면형태의 부모동의서로 확인할 수 있습니다. 미성년자는 부모의 연락처 정보가 기재된 부모동의서를 소지하는 것이 좋습니다.

How do minor children cross the border?
Document obligations for minor children when crossing the state border:
Minor children have similar requirements to those as for adults when crossing the external border of the European Union (EU), meaning that the EU and Schengen member states subscribe to the principle of “each person has their own travel document”. Of the EU member states, the United Kingdom and Ireland are not subject to the obligation of a personal travel document for minors. Nor does this pertain to travel documents issued by countries outside the European Union
In accordance with legal acts in force in Estonia, a person does not need to have additional documents (authorizations) but if the minor child has limited active capacity, the official performing border checks may verify that they have the consent of their parent (legal representative). The parent may express their consent in the form of a signed statement. Border guards from other countries may also ask for additional documents. We recommend providing minor children with a handwritten permission note with parents’ contact details listed. Before they travel abroad, contact a foreign representation in the destination country and inquire about the requirements for documents.
▷ 에스토니아 입국 미성년자 서류요건
미성년자는 반드시 국적국에서 발행한 여행 서류를 소지하거나 부모(법정대리인)의 여행 서류에 미성년자의 여행에 대한 증명정보가 포함되어야 합니다.
만약 미성년자가 혼자서 여행한다면 부모(법적대리인)의 연락처가 포함된 부모동의서를 소지할 것을 권고합니다.
Document requirement for minors
If a minor is travelling independently, it is recommended that they carry the consent of their legal representative (e.g. a document containing the contact details of their representative(s)) when crossing the Estonian state border. ▷ EU 쉥겐조약: 가입국간 국경 이동에 대한 공동협약
에스토니아가 가입한 쉥겐조약은 EU 회원국간 무비자 통행을 규정한 조약으로 가입국간 같은 출입국 규정을 공유합니다.
쉥겐조약은 미성년자의 출입국에 대해 "가입국의 국경관리국은 부모1인 동행 시 상대 배우자의 적법한 동의를 얻었는지를 심층 심사하고, 부모 모두가 미동행한 경우 부모의 적법한 동의를 얻었는지 철저히 확인해야 한다”고 규정하고 있습니다.
가입국가의 출입국은:
6.1조. 부모동행 여부와 관계없이 미성년자에 대해 각별한 주의와 심사를 해야함.
6.2조. 부모동행 시 보호자가 친권 또는 적법한 보호자 자격을 갖추고 있는지 심사하고, 부모 1인 동행 시 상대 배우자의 적법한 동의를 얻었는지 심층 검사를 해야함.
6.3조. 부모 모두가 미동행한 경우 부모의 적법한 동의를 얻었는지를 철저히 확인해야함.

Minors
6.1. Border guards shall pay particular attention to minors, whether travelling accompanied or unaccompanied. Minors crossing an external border shall be subject to the same checks on entry and exit as adults, as provided for in this Regulation.
6.2. In the case of accompanied minors, the border guard shall check that the persons accompanying minors have parental care over them, especially where minors are accompanied by only one adult and there are serious grounds for suspecting that they may have been unlawfully removed from the custody of the person(s) legally exercising parental care over them. In the latter case, the border guard shall carry out a further investigation in order to detect any inconsistencies or contradictions in the information given.
6.3. In the case of minors travelling unaccompanied, border guards shall ensure, by means of thorough checks on travel documents and supporting documents, that the minors do not leave the territory against the wishes of the person(s) having parental care over them.
